Bernie Narvaez is running for Napa’s 4th City Council District to work hard for the future of our community. 

The housing crisis in Napa is very real, and we need to do more for our struggling families. Before the Covid-19 crisis, Napa was already at a turning point in terms of housing affordability. The lack of housing creates a ripple effect that affects other parts of our community, from declining enrollment in our schools, fewer workers, which means a smaller workforce to support our local businesses. If you work in Napa, you should have an opportunity to live in Napa.

Now, we are dealing with a new crisis, not only in our community but across our Nation. In addition to fixing sidewalks and discussing budgets, we need to elect leaders that appreciate and celebrate diversity. We need leaders that unite our community. Everyone deserves to live in an inclusive and safe community.

Napa City Council

In addition to fixing sidewalks, improving parks, and discussing budgets, we need to elect leaders that appreciate and celebrate diversity. A leader listens, learns, and is transparent. My work ethic, outreach, and experience will help tackle the many challenges our community is facing.


Support Small Business

I will proactively support our business community with policies that encourage job growth and economic success.

Our business community is already overburdened with State and Federal regulations, compliance requirements, and overhead. Healthy business communities mean better jobs for our workforce, a symbiotic relationship that must be protected.

As a business owner, employer, and President of the Napa County Hispanic Chamber of Commerce I know first hand how to face these issues.

Diversifying our economy to avoid vulnerabilities during a crisis and economic downturns are critical.

 Housing

Housing is a fundamental right for our residents. If we work here, we should be able to afford to live here. 

As Napa Valley area continues to attract more tourists, we also need to be mindful of and take care of our families by providing more housing of all types, including housing that’s affordable for working families.

We need to improve our Accessory Dwelling Unit(Granny Unit) program with pre-approved plans to facilitate the building process. Make it less intimidating and create a lower-cost approach.

To maintain our sense of community, we need to lower the barriers to housing. Too many families are moving out of town and taking their school-age children with them.


Safe and Inclusive Community

Support a safe, inclusive, and equitable community. We need to protect marginalized communities, provide more family-friendly activities and safe spaces for our youth.

Several census tracts (Communities) have been identified in the City of Napa as disadvantaged communities due to environmental hazards, socioeconomic vulnerabilities, and health hazards. We need to implement an environmental justice element into our General Plan to address these issues. This new element will create a framework to address air quality, water, and other hazards that greatly affect the health of our community.

 


 

 

 

 

I will provide leadership that will cross cultural barriers to better represent the makeup of our entire city.

Traffic Relief

With traffic congestion clogging arterial roadways into and out of Napa during peak commute hours and on weekends throughout the year driven largely by tourism and events, I know how frustrating it can be for local residents to freely travel throughout the region.  While solutions to this issue require collaboration between local, regional and state partners, I am committed to bringing people together to look at unique ways to make progress on this most pressing issue.
